It's December 31, 2003 and Dr. Doom has been dead for quite some time now. However, what nobody knew is that he while he was still alive, he created an evil clone, in the image of the only person who was ever able to take him down - Eric Cartman. The clone was stored away, only to be released on the first leap year without Dr. Doom, with two goals: Kill Eric Cartman and bring his master back. This very thing happens at the stroke of midnight, but luckily, Cartman is rescued just in the nick of time by Dr. Doom's good twin, Dr. Hope. The pair set off to find Dr. Doom's old, destroyed lab and stop Evil Cartman before it's too late.
